Health Ministry unveils concept of new health care system
The Health Ministry of Ukraine has posted on its Web site a draft order of the Cabinet of Ministers on approving the concept of a new health care system.
The concept, in particular, determines the most efficient mechanisms for forming a new health care system, implementing the Health 2020 European policy foundations through an integrated approach to health promotion, prevention and early detection of diseases, monitoring the course of diseases and preventing adverse effects, as well as by increasing public welfare.
The implementation of the concept foresees, among other things, the development and introduction of compulsory social health insurance, providing for the creation of a national pool of funds for health care in the form of an insurance fund. This will ensure the pooling of financial resources for financing health care.
In addition, the concept foresees the introduction of contractual relations between the state (competent authorities) and public health care institutions, the use of result-oriented methods for planning and paying for medical care, and the involvement of local authorities to co-financing health care institutions.
The concept also aims at promoting the development of voluntary health insurance and the development of mechanisms to attract people to the co-payment of services rendered.
