Ukrainian President Viktor Yanukovych has signed a decree on events marking the 80th anniversary of the Great Famine of 1932-1933 in Ukraine, which clearly outlines tasks to executive government agencies to honor the memory of the victims of the tragedy of the Ukrainian people, the presidential press service quoted a presidential adviser and head of the main department for humanitarian development at the Presidential Administration, Yuriy Bohutsky, as saying on Monday.

He also noted that the head of state had instructed the Cabinet of Ministers to set up an organizing committee to prepare for and hold events marking the 80th anniversary of the Great Famine of 1932-1933 in Ukraine, as well as to develop and approve a respective action plan within a month.

"This plan should foresee the holding on November 23, 2013, of Holodomor Remembrance Day, of respective mourning events with the participation of representatives of the state and local authorities, and the public," the press service reported.

Bohutsky said that considerable attention should also be paid to thematic events abroad, including ones with the participation of the Ukrainian diaspora, and the construction of the monument to the victims of the Great Famine of 1932-1933 in Washington (the United States) should be accelerated.

The decree notes that November 23 is a day of mourning, therefore, it is recommended that Ukraine's state flag be lowered in Ukraine, the holding of entertainment events be restricted, and that respective amendments be introduced to radio and television schedules.
