Ukrzaliznytsia seeks control over Air Express project
PJSC Ukrzaliznytsia intends to gain control over the Air Express project between Kyiv and Boryspil airport, company CEO Oleksandr Zavhorodniy has told reporters.
"The Air Express project has been officially transferred to the management of the Ministry of Infrastructure, therefore we are negotiating on taking over the project, but given the fact China has not yet decided on the future financing of this project, the question remains unsettled," he said.
Zavhorodniy said that Ukrzaliznytsia has prepared proposals for the Export-Import Bank of China on loan funds to manufacture locomotives and construct the rail link if Ukrzaliznytsia is given control over the project.
"There is an idea of how to build [the rail link] without tunnels and passages to maximize traffic. It would be an ordinary railway route: if there is a platform, we will remake it as a station, and then we'll make a connecting station. But the decision on funding has not been made," he said.
The Air Express national project is comprised of the construction of a passenger rail link between Kyiv and Boryspil International Airport and the related construction of other infrastructure objects in Kyiv region. It is aimed at ensuring the development of transport infrastructure, strengthening the competitive position of Ukrainian airlines, and raising the investment and tourist attractiveness of the country. Since June 2015, the project has been under the management of the Ministry of Infrastructure.
