Gas deal between Moscow, Kyiv must include shipment volumes – European Commissioner

A package agreement between Russia and Ukraine on natural gas should include the volume of shipments, which should affect the new gas price, European Commissioner for Energy Gunther Oettinger said at a press conference in Brussels on Tuesday.

Taking into account that Moscow and Kyiv differ on what a fair gas price for Ukraine should be, (Russia argues $485, Ukraine $285 per 1,000 cubic meters), the European Commission believes that Russia's offer of $385 per 1,000 cubic meters is a good foundation, to which some more discounts may be provided.

Oettinger said that this could be a price of $385 per 1,000 cubic meters minus some amount, which would depend on the purchased volume.

As reported, Russia offered Ukraine to return to a $100 discount on natural gas.

In turn, Ukraine demands that the change in the gas price should be stipulated in the contract between Gazprom and Naftogaz, because the Russian government's decisions about "discounts" may be cancelled at any moment.
